If I were you instead of ripping back to shorten the arm I would just undo the cast on and rip from that side. It looks like you have bell sleeves so if you do it this way you may end up with straight sleeves but if you don't mind that it should work.
Oh, that red shrug is coming out so great! It's like a muppet wrapped around you.
